Admiralty - Sanctions - Vessel released from arrest - Damages for wrongful arrest

The claimant entered into a voyage charterparty with the defendant under which a cargo was to be delivered to the claimant for resale to a Japanese company. The claimant was added to the "Specially Designated Nationals and Blocked Persons List" (SDN) by the Office of Foreign Assets Control of the US Treasury, and the cargo became a "Blocked Property". The defendant, a US entity, refused to perform its obligations under the charterparty because it faced sanctions from the US Treasury if it dealt with an SDN.
