When Harbour Law first appeared in 1979, it was published by the National Ports Council, to which Mr Douglas was then Solicitor. Following the dissolution of that body in 1981, publication has been transferred to Lloyd’s of London Press Ltd., and the second edition benefits from a more professional presentation and a reduction to octavo format.
